docs: restore non-identifying gap baseline (ADR 0001)

The product/technical gap baseline no longer lists identifying post identifiers. Remaining gaps are bound to a time-stamped exact queue snapshot, Figma File ID 1Su3lDRmiZdcUs47t1QwIX (ADR 0002), and the org coverage/hourly callers.

Why a separate head

LineageWeave#426 owns the shared OIDC/Admin typecheck repair and ontology Pages stack. LineageWeave#494 overlaps that contract and must preserve only independently verified unique value. This docs-only head restores ADR 0001 without duplicating either application-code branch.

Exact audit snapshot

At 2026-08-23 23:49 KST, protected main was ef6f5a5ffcb467bd935dc1e53acc0029669b0bd7, with 55 open PRs and 19 open issues. The baseline now records that:

• feat: publish validated ontology namespace compatibility #492 is merged into the fix: repair frontend build and publish ontology Pages #426 stack, not protected main and not an open PR.
• feat: expose source context and project-safe summary hints #392 closed without merge and is not an open delivery head.
• fix(coverage): run pnpm 9 evidence without --trust-lockfile .github#1258 and #1259 are open/blocked without auto-merge.
• fix: repair frontend build and publish ontology Pages #426 is open/blocked with auto-merge armed; test: preserve optional-extra pytest collection #494 is open/blocked without auto-merge.
• Issue [Project history] Add authoritative lifecycle ingestion and idempotent reconciliation #284 has no confirmed active delivery PR; an issue number is not presented as a PR.

What this head changes

• Rewrites docs/product-technical-gap-baseline.md without identifying post identifiers, organization names, or production record keys.
• Records fix(coverage): run pnpm 9 evidence without --trust-lockfile .github#1258 (pnpm 11 --trust-lockfile gate, Jest native coverage) and #1259 (thin LineageWeave hourly caller).
• Marks the PR inventory as a snapshot rather than an indefinitely current claim.
• Does not change application code.
