Include StemCode.Voice in releases, installers, and updates

Includes StemCode.Voice in release packages and keeps the matching Voice runtime synchronized with StemCode CLI installs and updates.

Changes:

• Publishes StemCode.Voice for win-x64, linux-x64, linux-arm64, osx-x64, and osx-arm64.
• Adds the Voice lockfile to release dependency cache inputs.
• Updates scripts/install.ps1 and scripts/install.sh to download, verify, extract, and install the matching Voice release archive under the install directory's voice folder.
• Updates the CLI update flow so a newer release updates both StemCode CLI and Voice together, and /update now also repairs/synchronizes Voice when the CLI is already current.
• Updates the npm installer so postinstall, self-healing installs, and package-driven updates install the full Voice runtime bundle under vendor/voice.
• Updates the npm interactive updater to treat CLI + Voice as one release unit and fail the update if the matching Voice executable is missing afterward.
• Adds regression coverage for CLI same-version Voice synchronization and npm release extraction of both the Voice executable and accompanying runtime files.
