This container acts as a VNC endpoint for ironic-novncproxy and nova-novncproxy. It runs a virtual X11 display with a firefox instance which connects to bare metal BMC web consoles to display the graphical console of the bare metal. libvncserver, Xvfb, and x11vnc are compiled from source as they are not packaged in RHEL 10. As discussed with RelDel, the HardProv team will be responsible for tracking any issues with these projects and incrementing the built versions manually as required. The python scripts only depend on urllib and requests, so these are installed as RPMs. Jira: OSPRH-34545
