Adds KEP-0002 for a fail-closed post-first-push correction receipt. The tracker now distinguishes completed hosted setup from remaining tag, independent-beta, conduct, notification, and tagged-install gates.
Dogfood: wip captured the reviewed six-path plan as commit 39a742b; the normal branch commit reused that exact object.
Do not merge without the required independent review. This PR does not authorize a tag.
