test,tools: accomodate FIPS provider in tests and add FIPS to test-shared.yml

This PR adds an OpenSSL 3.5 w/ an enabled FIPS provider to GHA and updates the test suite to accomodate that (+ 3.0 and 4.0 for which i'm not proposing to add a test-shared.yml target).
