Summary
Reconcile Programa onto the Ghostty fork mainline and reclaim the Metal swap chains of hidden terminal surfaces without stopping their PTYs.
The first commit intentionally adds policy tests only so CI records the pre-fix failure. The implementation, Ghostty pointer update, fork ledger, and pinned xcframework will follow in separate commits.
