Hardening of Lightrail INRULs to implement them without relying on RUL2. This makes override networks easier and more stable. Previously, hardly any Lightrail INRULs took into account their INRUL neighborhood, so many definitions were inadequate in certain situations. Most notably, this affects the previously removed traffic circle/bowtie bend at a (possibly partial) fourway intersection.
In particular, deletes many Prevents that are not useful (anymore).

This significantly hardens the Lightrail INRULs so that they don't rely on RUL2.
This will make override networks easier and more stable. Previously, hardly any Lightrail INRULs took into account their INRUL neighborhood, so many definitions were inadequate in certain situations.
Most notably, this affects the four-way intersection which has received some NAM edits throughout the years when the traffic circle (bow tie) was removed. Now this is implemented purely in INRULs.
Several Maxis override rules aren't useful anymore as a result, so they have been deleted (including many Prevents).
