## Independent review gate

- Do not add a human-only CODEOWNERS approval requirement while this repository
has one human maintainer; that configuration creates an unsatisfiable gate.
- The organization ruleset still requires at least one approval from an actor
other than the last pusher. Satisfy it through an authenticated independent
review app or another qualified maintainer; never self-approve or bypass it.
- Treat approval as current-head evidence. A new commit invalidates the previous
approval and requires review of the new head together with all required checks.
- The central PR scheduler may request review, update stale branches, and enable
auto-merge, but it must not weaken required checks, dismiss valid findings, or
merge with unresolved review threads.
