Show "no updates available" instead of "No installed package found matching input criteria." when running "winget list --upgrade-available"

Description of the new feature / enhancement

When running winget list --upgrade-available results in no found updates it shows the technical correct result "No installed package found matching input criteria."

but it would be better UX to output something like "no updates available" or "all applications are up to date".
